How does the United States compare to other countries in terms of human trafficking? The US State Department recently released a map detailing the severity of human trafficking of every major country. The categories include:
Tier 1: Countries which fully comply with the TVPA's minimum standards for the elimination of trafficking
Tier 2: Countries which do not fully comply with the TVPA's minimum standards but are making significant efforts
Tier 2 watch list: as Tier 2 but the number of victims is increasing, or the countries do not provide evidence of increased efforts to tackle the problem or the country if making efforts to improve
Tier 3: Countries which do not fully comply with the minimum standards and are not making significant efforts to do so
The worst ranking countries are noticeably from Asia, Africa, and the Middle East. These countries include, China, North Korea, Algeria, Central Africa Republic, the Congo, Cuba, Iran, Libya, and Venezuela. The tier 3 countries are countries that do not meet the Trafficking Victims Protection Act’s minimum standards and are doing little to meet the requirements. (http://www.state.gov/j/tip/rls/tiprpt/2011/164236.htm). In response, the United States may withhold or withdraw non-humanitarian, non-trade related aid to these countries. Tier 2 countries are countries that do not fully comply to the standards, but are making efforts to. The countries on the tier 2 watch list are countries that have made effort but have increasing rates of trafficking. Tier 1 countries, such as the US, have set punishments for trafficking and have allocated resources to eradicating trafficking.
